GENEVA, Switzerland — 8 June 2026 — The Chamber of Commerce and Industry of the Republic of Uzbekistan (“CCIRU”) and Singularity Academy AG, a Zurich-based education and investment organization, today announced the signing of a Memorandum of Understanding (“MoU”) establishing a framework for cooperation across education, talent mobility, cross-border employment, sustainable energy and clean technology, and investment in advanced healthcare and longevity therapies.

Under the MoU, the two organisations will combine their respective networks, expertise and resources to design programs and initiatives that strengthen human capital development and broaden access to advanced medical care, while seeking to create sustainable economic and social value in the Republic of Uzbekistan and beyond.

Areas of Collaboration

The partnership identifies a broad, non-exhaustive set of areas of mutual interest. In education and talent development, the parties intend to deliver continuing professional development and tailored executive education programs for enterprises, professionals and public-sector leaders, and to facilitate the international mobility, exchange, internship and training of students and skilled workers. They also intend to create structured, lawful and ethical pathways for cross-border employment and talent placement in line with the labour, immigration and licensing requirements of the relevant jurisdictions.

In sustainable energy, the parties intend to develop, transfer and deploy clean energy technologies and applications — including hydrogen technologies, green hydrogen production, hydrogen storage and distribution, and the use of hydrogen in transportation and mobility, together with related renewable energy, energy-efficiency, fuel-cell and decarbonisation initiatives.

In healthcare, the parties will explore and facilitate investment in, and the establishment of, advanced medical care facilities and services— alongside the exchange of knowledge, research and clinical best practices in life sciences and regenerative medicine. The parties acknowledged that such activities will be undertaken only in compliance with applicable medical, ethical, licensing and regulatory requirements in each jurisdiction.

A Framework for Cooperation

The MoU is a non-binding statement of mutual intent that sets out a framework for collaboration. Specific projects, programs and investments contemplated under the MoU will be governed by separate definitive agreements to be negotiated and executed by the parties. The MoU takes effect from its effective date for an initial period of three years and may be renewed by mutual agreement.

To guide implementation, each party will appoint a coordinator and the parties may establish a joint working group to oversee the development of agreed initiatives.
